About the role

This role is responsible for helping Finance understand, forecast and manage project capex. You will maintain the approved capex baseline for each project, forecast final project cost and cash outflows, and provide management with a clear view of performance across the portfolio.

The role

Tera develops data-center projects involving substantial capex across general contractors, equipment suppliers and specialist subcontractors.

  • You will work closely with construction and procurement teams. They remain responsible for validating contractor progress, certifying claims and invoices, managing variations, and handling claims or disputes. Your role is to understand the commercial and financial impact of those matters and reflect them promptly in capex forecasts and funding plans.

Key responsibilities

  • Maintain the approved capex baseline for each project, with a clear breakdown by building, system, package and equipment category.
  • Track project capex from budget and contractual commitment through payment, forecast-to-complete and estimate at completion.
  • Prepare and maintain forecast final cost for each project, explaining material movements against budget and highlighting emerging cost pressure early.
  • Build project-level capex cash-flow forecasts, linked to construction schedules, procurement milestones and the group funding plan.
  • Work with treasury and financing teams to identify expected funding and drawdown requirements.
  • Read and interpret construction, GC, EPC and procurement contracts, particularly payment terms, milestones, advance payments, retention, provisional sums, variation mechanisms and liquidated damages.
  • Support construction and procurement teams in negotiating commercial and payment terms with contractors and suppliers.
  • Stay informed of changes in scope, delivery delays, claims, disputes and other project developments, and assess their impact on forecast cost and cash requirements.
  • Produce portfolio reporting on capex, cost per MW, variance against approved business cases, cash requirements and project performance across markets.
  • Develop practical benchmarking and lessons learned across projects to improve future cost estimates, procurement strategy and business cases.

Role requirements

  • At least 12 years’ experience in project controls, cost management, quantity surveying, contract administration, project benchmarking or major-project finance.
  • Experience with large capital projects in data centers, infrastructure, energy, utilities, industrial, chemical, refinery or similar sectors.
  • Strong understanding of project cost planning, forecast-to-complete, estimate at completion, cost variance and capex cash-flow forecasting.
  • Able to read and understand major construction and procurement contracts, and support commercial discussions on payment and risk terms.
  • Comfortable working with project, construction, procurement, treasury and finance teams across multiple projects and countries.
  • Experience with portfolio performance reporting, benchmarking or project lessons learned is preferred.
  • Strong Excel and financial analysis skills, with the ability to turn project information into clear management reporting.
  • Full professional fluency in English and Mandarin Chinese in order to deal with Chinese vendors and Chinese shareholders.
  • Commercial, structured and practical, with sound judgment on when an issue needs financial escalation.
